Designated Centre Fire Safety Managers Course

HIQA Regulation 28 Fire Safety Management Training for Irish Nursing Homes

This CPD-certified Designated Centre Fire Safety Managers Course is designed for people responsible for managing fire safety in Irish nursing homes and designated centres.

The course focuses on the practical management duties required to support HIQA Regulation 28 compliance, including fire safety governance, fire risk assessment follow-up, emergency planning, staff training coordination, fire drill management, evacuation planning, and fire safety record-keeping.

Fire safety in a designated centre is different from fire safety in a general workplace. Residents may have reduced mobility, cognitive impairment, complex care needs, or require assistance during evacuation. This course helps managers and senior staff understand how to maintain safe systems, review fire precautions, and ensure that appropriate arrangements are in place.

What this course covers

  • HIQA Regulation 28: Fire Precautions for designated centres
  • Fire Services Acts 1981 and 2003
  • Safety, Health and Welfare at Work Act 2005
  • Responsibilities of the Registered Provider, Person in Charge, Fire Safety Manager, clinical leaders, and staff
  • Fire safety management systems for nursing homes
  • Understanding and interpreting fire risk assessments
  • Turning fire risk assessment findings into action plans
  • Fire Safety Register maintenance and record-keeping
  • Fire detection and alarm systems, emergency lighting, fire doors, compartmentation, and escape routes
  • Staff fire safety training coordination
  • Fire drill planning, observation, recording, and follow-up
  • Progressive horizontal evacuation
  • Personal Emergency Evacuation Plans, including PEEPs for residents who require assistance
  • Night-time evacuation planning and reduced staffing considerations
  • Evacuation aid selection, including ski sheets, evacuation sheets, and evacuation chairs
  • Emergency procedures and fire safety management plans
  • Plan-Do-Check-Act continuous improvement for fire safety management

Why attend this course

This course helps designated centres move beyond basic fire safety awareness and develop a more structured approach to fire safety management.

Participants will learn how to:

  • Understand the fire safety duties placed on designated centres
  • Review fire risk assessment findings and follow up on required actions
  • Improve fire safety records for HIQA inspection and management review
  • Coordinate staff training and fire drills more effectively
  • Understand how fire doors, alarms, emergency lighting, escape routes, and compartmentation support resident safety
  • Plan for residents who need assistance during evacuation
  • Identify gaps in fire safety arrangements before they become inspection findings
  • Support clinical leaders during fire emergencies by ensuring procedures, equipment, training, and records are in place

This is a fire safety management course. It is not a practical fire extinguisher course or hands-on evacuation aid training course. The focus is on management responsibilities, compliance, planning, coordination, documentation, and oversight within designated centres.
