APPLICATION OF I.S. 291:2015+A1:2022

Portable Fire Extinguisher Technician Training

Selection, Commissioning, Installation, Inspection and Maintenance of Portable Fire Extinguishers

A practical three-day programme covering the selection, commissioning, installation, inspection and maintenance of portable fire extinguishers in line with I.S. 291:2015+A1:2022.

This course is designed for people who need to understand and apply the Irish Standard in real workplace settings, including extinguisher technicians, competent persons, fire safety officers, facilities managers, health and safety professionals and responsible persons.

The programme combines structured classroom instruction with hands-on practical work across the main portable fire extinguisher types: water, foam, powder, wet chemical and CO2.

WHAT YOU WILL GAIN

By attending, participants will build practical knowledge and assessment evidence in:

  • Applying I.S. 291:2015+A1:2022 clause by clause
  • Understanding the role of the responsible person and competent person
  • Selecting and positioning portable fire extinguishers
  • Commissioning, inspecting and maintaining PFEs
  • Completing inspection and maintenance records
  • Identifying common compliance gaps and corrective actions
  • Demonstrating practical competence through supervised assessment

COURSE FORMAT

Day 1
Fire safety fundamentals, Irish legislation, HIQA Regulation 28, extinguisher types, colour coding and introductory practical sessions.

Day 2
Clause-by-clause application of I.S. 291:2015+A1:2022, including selection, commissioning, installation, inspection and maintenance, with practical work across all five main PFE types.

Day 3
PFE risk assessment, documentation, written examination and two individually supervised practical assessments covering commissioning and service/maintenance.

ASSESSMENT AND CERTIFICATION

Assessment includes:

  • Written examination, 80% pass mark
  • Individual practical assessment: commissioning
  • Individual practical assessment: service/maintenance

Participants who successfully complete all assessment components receive a Phoenix STS Certificate of Completion.

RECOGNITION AND CPD

This programme is recognised by IIESMS and may support an application for Technician Membership Grade, T.IIESMS, subject to IIESMS membership requirements.

IMPORTANT: WHAT PARTICIPANTS MUST BRING

Because this is a practical technician programme, participants must bring the equipment they will use during the supervised practical sessions, including:

  • A copy of I.S. 291:2015+A1:2022
  • Suitable portable fire extinguishers with manufacturer technical information
  • Servicing toolkit
  • Inspection equipment
  • Consumables and spare parts
  • PPE

Phoenix STS does not provide extinguishers or tools for this course.

FUNDING AND RETURN-TO-WORK SUPPORTS

Participants completing this course as part of a return-to-work plan may be able to seek funding support through relevant state employment services, subject to eligibility and prior approval.

This may include supports such as the Department of Social Protection Training Support Grant, where an Intreo Employment Personal Adviser or Job Coach identifies the training as necessary to help a person enter or re-enter employment.
